Пандемия COVID-19 выявила значительные недостатки в мировой системе здравоохранения в отношении готовности и механизмов реагирования. Она подчеркнула недостаточность международного сотрудничества и настоятельную необходимость принятия всеобъемлющего договора о пандемиях. В статье рассматриваются причины застоя в разработке договора о пандемиях и подчеркивается необходимость установления справедливых руководящих принципов для защиты от будущих пандемий. Чтобы справиться с регулярной частотой таких угроз и негативных последствий, странам необходимо более тесно сотрудничать для ускорения глобальных исследований путем обмена данными и необходимыми материалами, а также для создания согласованного глобального ответа. Это служит дорожной картой для восстановления после пандемии и позволяет осуществлять своевременные вмешательства и лучше отслеживать распространение заболевания.</p></abstract><trans-abstract xml:lang="en"><p>The problems and challenges confronting the global governance of international public health are on the rise, emphasizing the critical need for stronger international collaboration and resource-sharing to combat health threats. The COVID-19 pandemic unveiled signifi gaps in the worldwide health care system in terms of preparedness and response mechanisms. It highlighted the inadequacies of international collaboration and the urgent need for a comprehensive pandemic treaty. This paper explores the reasons behind the stalled progress of a pandemic treaty and emphasises the necessity of establishing equitable guidelines to safeguard against future pandemics. To face the regular frequency of these dangers and adverse effects, countries must work together more closely to accelerate global research by sharing the data and necessary raw materials and creating a coordinated global response.
