Search for New Formats and Resources for the Interstate Exchange System of Scientific and Technical Information (STI) among the CIS Member States

Abstract

Introduction. The problem of improving the system of interstate exchange of STI of the CIS member states in accordance with the implementation of the documents adopted within the framework of the CIS requires constant search and development of proposals to improve the effectiveness of international cooperation.

Purpose: The study aims to develop the theoretical and methodological foundations and format of an open information resource — a document and abstract database designed for the system of international exchange of scientific and technical information of the CIS member states. Particular attention is paid to the formation of a two-component structure of the resource, combining publications in the fields of natural, exact, and technical sciences, as well as strategic sectors of the economy.

Methods. The study is based on a systems approach. Methods were used: content analysis of strategic documents of the CIS and the Russian Federation, a comparative analysis of international practices (CORDIS, OECD iLibrary, BRICS STI), as well as methods for classifying and grouping information arrays. An analysis of the needs of state corporations and large Russian companies for analytical information was conducted, and scientific and industry classifiers VINITI RAS, OKVED, classifiers of Rosatom and Gazprom) were compared.

Results. A theoretical and methodological approach to database development has been developed, including a two-way search mechanism: by scientific topic and by industry queries. A proposal for the format of the “Document and Abstract Database” section for inclusion on the CIS portal has been formulated. Pilot industry areas (nuclear and oil and gas industries) and the resource structure (navigation, bibliographic, and service sections) have been identified. Options for collaboration with state corporations to create joint analytical products have been proposed.

Conclusion. The creation of the proposed information resource will increase the intensity of interstate STI exchange, provide visualization of points of technological growth and cooperation between CIS countries, and will also contribute to strengthening industry technological sovereignty. The resulting methodology can be adapted for other international associations, including BRICS.
