The article based on historical, economic, and socio-psychological analysis substantiates the need for the early formation of an international information platform for storing, exchanging and managing scientific and technical information, based on the principle of “open access” and using a multilingual approach to the formation of scientific data archives.

Identied the criteria for assessing integration into the global information space, on the basis of which a comparative analysis of Russian e-libraries was carried out. Recommendations are made on the introduction of e-libraries in the global information space.

The most important condition for the effectiveness of the information infrastructure of the industry are the information culture of the organization and the information culture of the specialist. The role of information infrastructure of the industry as a factor of eciency of innovative activity of the industry is considered. Shows the importance of industry analysts in the determination of priority areas of research and knowledge management. The question of perspective directions of development of information infrastructure of medicine in structure of digital economy is raised.

The typical problem-oriented information system (POIS) is being developed by Library for Natural Sciences of the RAS (LNS RAS) as a kernel of automated complex providing information support of scientic re-search activities is considered in the article. The POIS in-cludes a number of objects: subscriber, operator, search requests, information sources, bibliographic records, journals etc. The System is being lled with current in-formation imported from dierent information sources. For the presented model realization, which is located in the Internet (http://scirus.benran.ru/pois), such infor-mation sources are Web of Science, Scopus and OPAC of Library for Natural Sciences of the RAS (LNS RAS). The POIS software is based on the SciRus software plat-form worked out by the LNS RAS specialists. The POIS software provides automated import of bibliographic records from mentioned information sources and has exible search engine using all database elds and Boolean operators. The feed-back as the estimations, given by a subscriber to the documents he have re-ceived, is included in the POIS

The article deals with the issues related to the creation of an integrated information system that re-ects the scientic resources stored in “memory institu-tions” (libraries, archives and museums). The analysis of data formats in automated systems of such institutions is carried out. In contrast to the traditional approaches to the integration of memory institutions resources which are being used both abroad and in Russia, im-plemented in the form of documentary information retrieval systems (IPS), in this work, such systems are proposed to build as factographic IPS, wich are based on object-oriented approach. Such systems should contain metadata not only about the documents, but also about the objects with which they are associated, indicating the type of relationships between objects.Three kinds of relationships- “intellectual”, “informa-tion”, and “technological” are proposed.
