The purpose of the journal "Information and Innovations" is to widely exchange scientific and technical information, the results of research and development of specialists working in various fields of science and technology, scientific and technical information, economics, education, and business in Russia and abroad. The main objectives of the journal:
- information support for international cooperation in the fields of science, technology and business;
- creation of a communication platform for the formation of sustainable international relations and expansion of cooperation in the field of science and innovation;
- coverage of the best world practices of organizing research and innovation activities.
The journal publishes articles on the following topics: information processes and systems, economics and innovation, international cooperation in the field of science and technology.
The journal accepts original articles, reviews, short communications, reviews for publication. Articles are accepted in Russian and English.
There is no publication fee. The publisher does not charge authors for editing and publishing their manuscripts.
I. Recommendations for author prior to article submission
The submission of an article to the journal «Scholarly Research and Information» assumes that:
- The article has not been published elsewhere before;
- The article is not under consideration elsewhere;
- All co-authors agree with the publication of the article's current version.
- Before sending the article for consideration make sure that the file/files contain all required information in Russian and English, the sources of information placed under figures and tables and that all references are presented in an appropriate form.
The title page of the article contains: (in Russian and English):
- Article title (before the title of the manuscript its type is indicated: original article, review, short message, review);
- The full name of the authors;;
- The official name of the organization (lacking all abbreviations), city, and country;
- E-mail of the corresponding author;
- Annotation (this must not contain undeciphered abbreviations and or terms which have not been previously presented);
- keywords;
- Funding (funding sources mentioned);
- Acknowledgments (This section should mention the people who helped in creating the article).
i. Name of author/authors
Authors are individuals identified by the research group to have made substantial contributions to the reported work and agree to be accountable for these contributions. In addition to being accountable for the parts of the work he or she has done, an author should be able to identify which of their co-authors are responsible for specific other parts of the work.
Journal «Information and Innovations» adopts the following criteria related to authorship:
- The substantial contribution to conception and design of research, acquisition of data or analysis and interpretation of data.
- Drafting the article or revising it critically for important intellectual content.
- Final approval of the version to be published.
The list of authors does not include individuals not qualified for authorship. The names of the individuals who have not been qualified for authorship, but who have provided some other support should be given in the Acknowledgments section.
The names of authors of an article should be given in the following format: Name, initial of Patronymic, Surname. The surname should be given after the name and initial of the patronymic, e.g. Petr S. Ivanov or Sergey I. Petrov.
The surnames in English should be used as they are given in ORCID ID, Researcher ID, international passport or in previously published articles. If an author has no ORCID ID, Researcher ID, international passport and/or publications its name and given name should be transliterated by the US Department of State BSI standard.

ii. Affiliation of author/authors
Affiliation includes the following data: full official name of an organization, city, and country. The authors should give all employments having relation to the conduct of research.
If the article was prepared with the participation of authors from different institutions, the affiliation of each author to a particular institution should be stated with the superscript.
The official name of an institution in English is required for the block of information in English.

iii. The title
The title should not exceed 10 words be short and informative and convey your essential points clearly.

iv. Abstract
The recommended scope of a structured abstract is 200-250 words.
The abstract should state briefly and definitely the following four separate paragraphs: Purpose, Methods, Results, Discussion and Conclusions.
The parts could be indicated by subtitles. Each part should contain relevant information.
The abstract should not include the firstly used terms, abbreviations, except generally known, references to literature.

v. Keywords
Keywords should include 5-7 words related to the subject of an article.

vi. Funding
This section should give all sources of fundraising for research or their absence.
vii. Acknowledgments
This section should give extend thanks to the individuals who have participated in the preparation of the given article, but who are not warranted authorship. Participation in preparation of the article includes the following: recommendations on research improvement, provision of space for research, departmental control, obtaining financial support, certain kinds of analysis, provision of reagents/patients/animals/other materials for research.
viii. Main Text
It is advisable to adhere to the IMRAD format (Introduction, Methods, Results, Discussion).
Main text of the article (not including metadata and references list) should not exceed 6000 words.
Format: the text should be in Times New Roman 12 pt, 1.5 spaced and fit to the width, all margins should be 20 mm.
ix. Figures
Figures should be of good quality and printable.
All figures should have captions.
The captions should be translated into English.
Figures should be numbered sequentially in Arab numerals according to the order in which they have been cited in the text. If there is only one figure in the text, it is not numbered.
References to figures should be presented as follows: “Fig. 3 illustrates that …” or “It is shown that … (see Fig. 3).”
The figure caption should include the consecutive number of the figure and the title itself. It should be centered:
“Fig. 2. Description of political processes”
There is no dot at the end of figure caption.
Figure captions are submitted both in Russian and English
Caption in English should be placed below the caption in Russian.
x. Tables
Tables should be of good quality and printable. Tables fit for editing and not scanned or presented as pictures are most preferable.
All tables should be provided with headings.
The table, column and row headings should be translated into English.
Tables should be numbered sequentially in Arab numerals in Arab figures according to the order in which they have been cited in the text. If there is only one table in the text, it is not numbered.
References to tables should be presented as follows: “Table 3 illustrates that …” or “It is shown that … (see Table 3).”
The table heading should include its consecutive number and name.
The table heading should be centered:
“Table 2. Indices for indicators”
There is no dot at the end of the table heading.
English version of Table heading as well as headings of columns and rows should be placed below the heading in Russian.
xi. Screenshots and pictures
Pictures, screenshots and other not drawn illustrations should be loaded separately into a special section of a form for article submission in the file format *.jpeg, *.bmp, *.gif (*.doc and *.docx – if some additional marks are made on the image). The image resolution should be >300 dpi. Files with images should be given a caption both in Russian and in English corresponding to the picture number in a text. The file description should give separately the caption, which should correspond to the picture name in the text. Caption in English should be placed below the caption in Russian.
xii. Footnotes
Footnotes are numbered using Arabic figures and placed on pages in which they are referred to. Footnotes may include references to anonymous sources in the Internet, references to textbooks, educational aids, GOST, statistical reports, articles in public political newspapers and journals, synopses, dissertations (at impossibility to cite articles published by the results of dissertation research), author's comments.
xiii. Conflict of interest
Conflicts of interest can be defined as conditions in which an individual holds conflicting or competing interests that could bias editorial decisions. Conflicts of interest may be potential or perceived, or they may be factual. Personal, political, financial, academic, or religious considerations can affect objectivity in numerous ways.
The author should inform the editor about the factual or potential conflict of interest have included the information about such conflict into the respective section of an article.
If there is no conflict of interest, the author should say so in the form like the following: “Author declares no conflict of interest.”
xiv. References
This journal has adopted the Vancouver style of citation assuming the reference to a source within parentheses and further inclusion of the sources into the reference list in an order of their identification in a text. The page number should be given within parentheses as follows: first goes source number, then comma, open space and page number [6, p. 8].
The list of references includes only reviewed sources (articles from scientific journals and monographs) mentioned in the text of an article, at least 10. It is undesirable to include into the list of references the synopses, dissertations, textbooks, educational aids, GOST, information from sites, statistical reports, articles in public political newspapers and journals, on sites and in blogs. If there is a need to refer to such information put the information about the source in a footnote.
The source should be mentioned with its DOI, if available (for foreign sources this is possible in 95% of cases).
References to papers accepted but not yet published should be designated as “in press.” The authors should obtain written permission for reference to such documents and confirmation that they have been accepted for print. Information from unpublished sources should be cited in the text as “unpublished data/documents” and the authors should also obtain written confirmation to the use of such materials.
References to the articles from journals should contain the year of article publication, volume and number of a journal, page numbers.
Identification of each source should include all authors.
All references should be double checked, the publisher’s imprint should be checked in the official site of journals and/or publishers.
Style of the Russian references presented in English. After the Russian source title, the indication to the language of a work (In Russ.) should be given at the end of a reference.
Names and surnames of authors, names of journals should be transliterated by the BSI standard.

References to articles from foreign sources:

References to monographs in a foreign language:
With 1-3 authors:

Chapter from a monograph or a collection:

The name of a journal as well as monographs and collections should be given in Italics; after initials, the points are put. There is no comma between the author's surname and initials.
Presentation of translated references to an article and monograph
The structure of a reference to an article may be presented in general as follows:
Authors (transliteration) [Translation of an article title in English in square brackets]. Name of the Russian language source (transliteration). Publisher's imprint with the designation in English or only digital. The indication of the article language (in Russ.)
The structure of a reference to a monograph may be presented in general as follows:
Authors (transliteration) [Translation of a monograph title in English in square brackets]. Publisher's imprint: place of publication in English if this is organization and transliteration if the publisher has its own name (specifying in English that this is a publisher). The number of pages.

Note: Giving reference to the material on the site mentioned in an article is preferable. Reference to the main page is not informative and prevents from checking the information.

xv. Information about the authors
This section should include the full last and first name(s) of the author(s), their academic degree, academic title, affiliation, position, city, country, ORCID (register for an ORCID here), e-mail.
In the absence of an ORCID number, you should obtain it by registering on the website https://orcid.org
xvi. Contribution of the authors
Specific author contributions should be provided for all authors:
- study concept and design,
- acquisition of data, analysis and interpretation of data,
- statistical analysis,
- drafting the manuscript.
- critical revision of the manuscript for important intellectual content
All authors should approve the final version of the manuscript and take responsibility for all aspects of the work.
Persons who do not meet all four criteria of authorship should be mentioned in the Acknowledgment section.
II. How to submit an article for consideration
The manuscript should be sent to a journal in an online form. The file with an article should be loaded into a system and presented in format Microsoft Word (with extension *.doc, *.docx, *.rft).
III. Relations between a journal and an author
The journal editorial board keeps correspondence with the responsible (contact) author. But if the group of authors may wish so, the letters may be directed to all authors by e-mail addresses given by them.
All articles contributed to Journal “Scholarly Research and Information” are subject to preliminary check by an executive secretary of the journal for compliance with the formal requirements. At this stage, the article may be returned to an author/authors for revision to rectify mistakes or add missing data. At this stage, the article may be also rejected due to its non-compliance with the objectives of a journal, lack of distinction, poor scientific value.
After the preliminary check, the executive editor passes the article to a reviewer setting the deadline for this work. The author should be sent the respective notice.
In disputable cases, an editor may invite to the reviewing process several specialists as well as the editor-in-chief.
After receiving the positive response from a reviewer the article is transferred to an editor to prepare it for print.
If it was decided to improve the article, all criticisms and comments of a reviewer should be directed to an author. The author is given 3 months for rectification of criticisms. If within this period the author has failed to notify the editor about planned actions the article is taken out of the order of publication.
If it was decided to reject an article the author should be sent the respective decision of an editorial board.
The responsible (contact) author of the article accepted for publication is sent the final makeup to be checked by the author. The response from the author is expected within 2 days. In the absence of response from the author, the article is considered approved.
IV. Procedure of revision of editor/s/reviewer’s decision
If the author does not agree with the conclusions of a reviewer and/or editor or with individual comments, he/she may challenge such decision. For this purpose the author should:
- Correct the manuscript in accordance with the justified comments of reviewers and editors;
- To explain clearly his/her position in relation to the disputable issues.
The editors facilitate the repeated submission of manuscripts which could have been accepted but have been denied for the need to make essential alterations in them or to collect additional data. They are also ready to explain in details what should be corrected in the manuscript so that it is accepted for publication.
V. Actions of editors at revealing plagiarism, fabrication or falsification
In case of revealing the misconduct of an author, detection of plagiarism, fabrication or falsification of data the editors should be guided by the COPE (Committee on Publication Ethics) rules.
Misconduct is understood in the Journal "Scholarly Research and Information" as any action of a researcher that involves mistreatment of research subjects or purposeful manipulation of the scientific record such that it no longer reflects the observed truth as well as the conduct of a researcher that falls short of good ethical and scientific standards.
In the Journal "Scholarly Research and Information" the misconduct notion does not include honest error or honest differences in the design, execution, interpretation, or judgment in evaluating research methods or results or misconduct not connected with the scientific process.
VI. Correction of errors and article revocation
If in an article the errors are found that influence its interpretation, but not distort the research results they may be corrected by substitution of pdf-file of an article indicating the error in the article file and on the numbered page of an article on the journal site.
If in an article the errors are found that distort the research results or in case of plagiarism, detection of misconduct of author/authors connected with falsification and/or fabrication of data, such article may be revoked and the revocation may be initiated by editors, author, organization, private person.
The revoked article should be marked "Revoked" and on the page of the article, the information about the reason for revocation should be given. Information about revocation is directed to the databases where the journal is indexed.
VII. Use of artificial intelligence in the preparation of an article
In connection with the spreading practice of using programs based on artificial intelligence, including in the preparation and writing of scientific articles, the editorial board of the journal “Information and Innovations” considers it necessary to focus the authors' attention on the following provisions.
- Chat-bots such as ChatGPT (and similar ones) can under no circumstances be listed as the author of the article or a person who contributed to the preparation of the article. Artificial intelligence-based programs and tools do not meet the requirements of authorship because they are not (and cannot be) responsible for the research submitted, cannot declare the presence and absence of conflicts of interest, and cannot manage copyright.
- The use of chatbots or other artificial intelligence-based programs is NOT ALLOWED when writing the TEXT of the article and METADATA or for generating illustrations. In some cases, such programs may be useful for text editing, searching for additional sources of literature, data collection and analysis. However, it should be considered that chatbots often transmit false information to the user (literally "invent" non-existent facts and links to publications that never existed), so authors should check the information received from chatbots.
- If a program based on artificial intelligence was used for editing the text, searching for additional sources of literature, collecting and analyzing data, it is necessary to indicate this information in the article. Always indicate the version of the program and the date of use.
- Only the author is responsible for the final text of the article submitted to the journal “Information and Innovations”, regardless of which artificial intelligence-based programs and to what extent was used.
- The Editors of the journal “Information and Innovations” uses the Anti-Plagiarism module, which allows to detect the generated text.
- Editors and reviewers cannot share confidential manuscript information with the generative AI chatbot.
The journal “Information and Innovations” shares the position of the international publishing community regarding the use of artificial intelligence in the preparation of scientific articles, as stated in the following documents: Chatbots, Generative AI, and Scholarly Manuscripts (WAME Recommendations on Chatbots and Generative Artificial Intelligence in Relation to Scholarly Publications); Artificial intelligence (AI) in decision making.
Submission Preparation Checklist
As part of the submission process, authors are required to check off their submission's compliance with all of the following items, and submissions may be returned to authors that do not adhere to these guidelines.
The manuscripts are accepted if has not been published or submitted for publication elsewhere.
The materials should be prepared in a format OpenOffice, Microsoft Word, RTF, or World Perfect.
Internet links are provided as a complete URL.
Text should be typed with an interval of one and a half line spacing, font Times New Roman, 14 pt; to highlight the accents it is recommended to use italics rather than underlining (except Internet links). All images, graphics and tables are placed within the text according to the meaning of the particular part of text (and not at the end of the document).
Text should follow the stylistic and bibliography requirements as stated in Regulations located in the Part "About Us."
Please, remove the authors' names from the title of the article and other parts of the document to ensure the anonymity of reviewing.

Authors who publish with this journal agree to the following terms:
