In the article, the authors review and analyze statistical data and developed international instruments of the UN system organizations on adaptation to adverse climate changes. Based on forecasts of global climate changes and natural emergencies generated by the “Climate Doctrine of the Russian Federation” on the Russian territory, as well as the provisions of and the Sendai Framework Program, the authors presents the measures to prevent the risks of natural disasters is proposed.

The article main goal is research continuation on the development and detailed study of the socio-technological path for a civilizational solution of the critical situation our planet has faced. The key tasks here are import substitution, i.e., technological independence, reducing the energy source export importance for the economy, and the most intensive increase in political, social, technological and economic sovereignty. Moreover, the need in searching for new partners, reorientation exports and imports to new markets, strengthening integration with allied countries (Russia and Belarus), which in fact have confirmed their willingness and ability to collaborate even under strong external pressure — these needs are constantly increasing. The author concerns the creation and application of the Program for Redirecting the Economy of the Union State of Russia and Belarus on the Biosphere Path of Civilizational Development (Program) as the main solution the tasks referred above. The Program can prevent global problems in existing models of civilizational order and the destructive orientation of their technological and social development. The proposed Program is not limited by the Union State boarders and consists of the following biosphere and engineering technologies: relic solar bioenergy; biosphere agriculture; construction technology of cluster-type, pedestrian linear cities; “second level” transport and infrastructure complexes – Unitsky String Transport (uST); non-rocket near space industrialization. These biospheric technologies are complementary. Their complex implementation will make the redirection and global reset of any country economy possible, and primarily the economy of the Union State.

The development of the export of education and international scientific and educational communication is an important task assigned to the federal executive bodies of the Russian Federation. However, there are reasons that impede the development of international scientific and educational cooperation. The article, based on the results of analysis of statistics in the field of export of educational services, considers the development of sectoral statistical tools for monitoring international educational cooperation.

In this article marketing strategies of smartphone manufacturers are investigated from the position of influence on the Russian market conditions. The underlying goal of the research is to develop a variant of the transition of the Russian smartphone market to growth. In order to achieve this goal the following objectives were set and solved: to illustrate changes in the alignment of forces in the market since the beginning of the SMO, to analyze Porter’s forces pressure on manufacturers, to offer marketing strategies for key players in the new conditions. The developed version of the transition of the smartphone market to growth involves updating the relationship of smartphone manufacturers with their suppliers and their competitive strategies, as a result of which the brands’ products will cover the needs of all major consumer segments.

General aspects which relate to intensive use of artificial intelligence in banking sector are discussed in this article. Main advantages and risks of implementation of digital products in the practical activities of banks are also indicated. Furthermore, the influence of digitalization and modernization of existing products on this process is shown. The main examples of successful replacement of the previously used programs and methods of work with innovative modern technologies are highlighted.

The global market for clinical trials is directed at harmonizing international cooperation to address issues of universal provision of high quality and availability of medicines. Considering the ubiquitous nature of digitalization, at the present stage there are a number of barriers that impede the close international cooperation of social agents in the clinical research industry: the fragmentation of the rules and requirements of ethical and legal regulation, as well as significant disadvantages in the popularization of such research in the public mind. The Russian clinical trials sector is lagging behind in the development of digital volunteer/patient search services, that reduces the ability to conduct large valid clinical trials with human participation. The article presents data from a comparative analysis of popular digital volunteer/patient search services currently available on the global Internet for their compliance with the requirements of a consumer request, and also suggests options for their improvement. The result of the study was the identification of problem areas of the modern market for international clinical trials, as well as factors lagging behind the Russian sector due to the imbalance of the legislative framework and the low quality of domestic digital platforms for promoting and attracting volunteers

At present, humanistic tendencies have become a fundamental aspect of the socialization of previously isolated persons with disabilities through the implementation of their labor potential. To implement high-quality inclusion, there is a need to create a resource that allows this category of citizens to navigate the modern needs of the market. The purpose of the article is to develop a prototype web framework that would include an educational orientation for people with the main types of persistent disorders of the human body functions due to diseases, consequences of injuries or defects, including their degree of disability. There is a need for this kind of product due to the steady decline in the share of the working-age population and the use of the labor potential of people with disabilities in order to reduce the shortage of labor in the labor market. The algorithm will allow reaching a new level and giving disabled people the opportunity to navigate in the choice of a profession that is in demand in the labor market of the Russian Federation.
