Abstract
In the article the authors put forward the thesis about the need for the immediate organization of a multilevel, international counteraction to the production and dissemination of false information, both through traditional media and through social networks. As an example, the authors cites an effect of fake news, which, together with untimely and incomplete informing of the public, put the negative impact on the further development of the world nuclear energy.

Abstract
Altmetrics was developed in 2010 and have attracted high interest of publishers, researchers, and generators of information databases. Altmetrics quickly obtained high popularity and have become one of the additional assessment tools for evaluation of scientific work. Currently, they are represented on the websites of large publishing houses, bibliometric databases, as well as special altmetrics resourses. We observed the most frequently used altmetrics and tried to detect their rank among other quantitative approaches to assessment of scientific work.

Abstract
The article considers the indicators of publication activity in 2013-2017 and citation of Russian scientists in the field of biology, mathematics, Geology and mechanics, reflected in the Web of Science Core Collection (WoS CC) and the Russian science citation index (RSCI). It is revealed, that due to the minimal representation of Russian journals in the WOS СС and the weak representation of Russian authors in English-language publications, their maximum indices of Hirsch and citation in the WoS CC in the field of biology, mathematics and mechanics are significantly less than the maximum indicators of these indices in the WOS CC system, except geology. At the same time, the maximum citation index for biology in the RSCI exceeds the same indicator for WoS CC twice, for the other three branches of science - 30-90 times. It is stated that the world scientific community is not receiving a significant amount of new information and knowledge created by Russian scientists and experts on the basis of their research.

Abstract
One of the most common approaches to comparing the results of the activities of higher education institutions is the use of indicators of bibliometry or sciencemetry. It is these indicators that formed the basis of the approach of the article. The article presents not only the results of the rating, but also various materials, a methodology for compiling national ratings, useful materials that allow the interpretation of ratings correctly.

Abstract
The paper examines the model of an open information system for text analyzing and processing for solving scientometric and bibliometric problems, as well as special aspects of its implementation on the basis of the service-oriented platform for rapid prototyping "Java Spring MVC VerliOKa". The key features of the proposed solution are the ability to implement basic algorithms for text data analyzing and processing in the form of RESTful services, executing of these processes in a distributed processing environment, creating combined algorithms based on them, and also the ability to build an applied programming interface for creating client-server systems with mobile and fixed client subsystems in the field of science and education.

Abstract
The article presents quantitative evaluation method of countries involvement in the international open access movement, which has been tested on in the case of the post-Soviet countries. It consisted in identifying, initially, eight open access indicators related to open access initiatives and tools, their weighting, normalization and aggregation as a weighted average. In the second case is a more stricter approach, the number of indicators was reduced to six, by eliminating the duplicates in the ROAR and Open DOAR data. In the case of Open Access Initiatives there were considered the Budapest initiative and the Berlin Declaration, while in the case of tools - data from the international registers, SHERPA/RoMEO, DOAJ, ROAR MAP and ranking of the OA repositories of Webometrics. The results of the calculations made it possible to identify four clusters of countries according to the degree of involvement in the international open access movement. The leading clusters include Ukraine and Russia, and in the most lagging cluster - Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan.

Abstract
The impact study of various factors such as growing share of exports in world trade system, as well as regulatory, strategic, environmental and etc on the efficiency of exports is gaining more and more importance. Despite the fact that a number of works have done by foreign researchers, an agreement has not reached on the factors affecting and their classification. Strengthening the capacity of the economy, especially the non-oil sector, as well as the above-mentioned export sector requires numerous and detailed research. Therefore, the results of the research can be used as a primary source for the future studies in the field of nonoil exports.

Abstract
Relevance. Oil fields of Azerbaijan on land are exploited for more than a century and at sea - about 70 years. In recent years, with a decline in oil production, the cost of one ton has a growth trend. As part of the cost of labor costs, non-production costs, as well as administrative and management costs are increasing from year to year. If there is an audit department in the SOCAR system, the issues of irrational cost management remain unresolved. In the system of the specified company there are no controlling services. Most OGPDs (Oil and Gas Production Department) on land work at a loss or low profit. In this case, the rational organization of internal financial control is very important. It should be clarified which principles and methods of financial control should be given an advantage, identify the main areas of financial control at oil and gas producing enterprises. Goal. Assess the state of the organization of internal financial control in the oil and gas industry of Azerbaijan, identify the relevant reserves and propose specific recommendations for their rational use. Methods. The methods of the economic-statistical grouping, the graphic method of comparative analysis were used in the article. Results. The reasons for the growth in production costs, the factors influencing the process of creating the system of internal financial control are revealed; the main functions, tasks and principles in the oil and gas company are identified. Conclusions. For the rational organization of internal control in the oil and gas industry of Azerbaijan, it is necessary to carry out control over the levels and functions of management, organize controlling services at all enterprises, and systematically carry out current and subsequent financial control over operations.

Abstract
Relevance. Joint economic structures occupy an important place in the economy of Azerbaijan. They are actively involved in the formation of GDP and the organization of new highly paid jobs. However, the prevailing number of these enterprises are small ones, and the volume of their production tends to decrease. The number of them representing the CIS countries is insignificant and they are not sufficiently developed on the territory of the Republic. Up to 20% are foreign and joint ventures out of the total number of annually liquidated business structures. All these facts urgently require the development and implementation of scientifically based recommendations for improving the activities of joint ventures in the Republic. Goal. Assess the state of the organization of joint business in Azerbaijan, identify relevant reserves and propose specific recommendations for their rational use. Methods. The methods of the economic-statistical grouping, the graphic method of comparative analysis were used in the article. Results. The factors negatively influencing the effective organization of joint business are revealed. Conclusions. As a result of the analysis, it was revealed that the irrational placement of foreign and joint ventures in the spheres of economic activity and regions adversely affects the growth of production volume and the development of innovative infrastructures. For the rational organization of joint business, it is necessary to develop real investment projects, to increase diversification in the sectoral structure, to intensify the process of creating joint ventures in the agricultural sector and in the manufacturing sub-sectors.

The article reveals the concept of open innovation, which is used as a form of activation of scientific-innovative activity in Moldova. The authors focus on the principles and conditions of functioning of open innovation. Also in this article made conclusions about the need to use open innovation in the Republic of Moldova.
